State Buyer's Guide

Buying a shuttle bus to use in another state? This guide puts the state rules our customers ask about in one place: whether your drivers need a CDL, how hard the state's road salt is on a bus, wheelchair bus rules, insurance and registration rules, sales tax and inspections, and where to find senior and disability bus grants and Medicaid NEMT programs.

Tap your state on the map or pick it from the list. Use the buttons to color the map by CDL rules, road-salt rust risk, wheelchair bus rules or insurance and registration rules. Every bus we sell is sourced from outside the Salt Belt.

How we score rust risk: each state gets a 0–10 score based on how much road salt and liquid de-icer it uses per mile of road, how many freezing days it gets, and coastal salt air, weighted toward where most buses actually run. Severe 8.5–10, High 6.5–8.4, Moderate 4–6.4, Low 2–3.9, Minimal under 2.

This guide is general information gathered from state DMV, DOT, health, tax and transportation sources. It is not legal, tax or insurance advice, and rules change. Always confirm with the state agency, your insurer and your tax adviser before you buy, register or put a bus in service. Federal baseline: a CDL with a passenger endorsement is required for vehicles designed for 16 or more people including the driver; ADA wheelchair lifts must have a design load of at least 600 lb (49 CFR 38.23).

State-by-State Guide for Shuttle Bus Buyers

Alabama

Do you need a CDL?

A regular license is fine for a shuttle under 26,001 lb GVWR designed for 15 or fewer people including the driver; 16+ people or 26,001+ lb needs a CDL with a P endorsement. We did not find any extra statewide rule for for-hire passenger shuttles. Official source (Not fully verified. Confirm with your state.)

Road salt & rust risk: Low

Rust score: 2.9 out of 10. Salt only shows up for a few ice storms a year, mostly in the north; Gulf Coast salt air near Mobile matters more.
Deicers used: Salt brine pre-treatment, liquid potassium acetate on bridges. No statewide tonnage published; ALDOT brines interstates and treats bridges only for occasional ice/snow events, mostly in north AL. Short, rare deicing events; Gulf Coast (Mobile) salt air is the bigger body-corrosion factor. Source

Wheelchair bus rules

We have not yet confirmed state-specific wheelchair-vehicle rules for this state. Federal ADA lift and securement standards apply, and Medicaid NEMT brokers often set their own vehicle requirements (vehicle age, securements, inspections), so check with yours before you buy.

Sales tax & inspections

Tax: 2% state automotive sales/use tax plus county/city automotive rates, paid at county licensing office. Churches/nonprofits generally not exempt; government buyers exempt. Source
Emissions & inspection: No emissions testing and no periodic safety inspection. Source

Road salt & rust risk: Moderate

Rust score: 5.8 out of 10. Mostly sand with light salt, but the 6-month freeze keeps brine-wet grit on frames; coastal towns add sea air.
Deicers used: Sand (main), salt brine and brine-wetted sand, some magnesium chloride (Anchorage). No statewide tonnage published; DOT&PF relies mainly on sand, adding brine to roads and sand on Anchorage-area highways. Very long winters keep brine and wet grit on undercarriages for months; coastal towns add marine salt air.

Insurance & registration

Nothing notable beyond normal title, registration and Alaska's standard auto liability minimum. Alaska has no state operating authority for intrastate for-hire passengers, though some cities license for-hire vehicles. Source (Not fully verified. Confirm with your state.)

Sales tax & inspections

Tax: No state sales tax; some boroughs/cities levy local sales tax on vehicle sales. Pay title + registration fees at DMV. Source
Emissions & inspection: No emissions testing (Anchorage/Fairbanks I/M ended 2012). No periodic safety inspection. Source

Arizona

Do you need a CDL?

A Class D license covers any vehicle that doesn't need a CDL, so a 15-or-fewer-passenger shuttle under 26,001 lb is fine. 16+ including the driver needs a CDL. Official source

Road salt & rust risk: Minimal

Rust score: 1.0 out of 10. Nearly all Arizona buses come from Phoenix and Tucson, where roads are almost never salted; Flagstaff and the I-40/I-17 high country are the exception.
Deicers used: Liquid magnesium chloride, Ice Slicer (mixed chlorides), cinders (high country only). No statewide figure; deicers used only in northern high country (Flagstaff, I-40, I-17); low desert sees essentially none. Southern AZ buses are very clean; northern AZ units may see magnesium chloride, which is hard on brake lines.

Insurance & registration

For-hire permit (ADOT)
Paid passenger service needs an ADOT MVD Vehicle for Hire permit (ARS 28-9503), and livery/limousine vehicles must carry the state's for-hire liability minimum. Check whether a larger shuttle bus falls under this program or another one. Source (Not fully verified. Confirm with your state.)

Sales tax & inspections

Tax: 5.6% state TPT plus county/city tax on dealer sales (private-party sales not taxed); annual Vehicle License Tax based on value. Nonprofit/church exemptions very limited. Source

Arkansas

Do you need a CDL?

A regular Class D license works for a 15-or-fewer-passenger shuttle used privately. Drivers who carry passengers for hire need a P endorsement on their Class D, but salaried drivers are excluded. 16+ including the driver needs a CDL. Official source

Road salt & rust risk: Low

Rust score: 3.1 out of 10. A few ice storms a year bring short bursts of salt and brine, mostly in the north; little season-long buildup.
Deicers used: Rock salt, salt brine, beet juice, bagged calcium chloride. ArDOT spread about 40,000 tons of salt and 2.5 million gallons of brine in a single Jan. 2026 storm. Exposure comes in short bursts from ice storms, mostly in the north; little season-long buildup. Source

California

Do you need a CDL?

California is much stricter. A vehicle designed for more than 10 people including the driver, used for hire or by a nonprofit group, counts as a bus and generally needs a Class C CDL with a P endorsement. School, paratransit and developmental-disability transport also need special CHP/DMV certificates (SPAB, GPPV, VPSD). Official source

Road salt & rust risk: Low

Rust score: 2.3 out of 10. Road salt is a non-issue outside the Sierra passes; coastal salt air in beach-area fleets is the main concern.
Deicers used: Salt brine, some rock salt and sand on mountain passes only. Caltrans' I-80/Tahoe area uses roughly 30,000 gallons of brine (about 30 tons of salt) in an average snow year; most of the state uses none. Only Sierra/mountain units see deicers; coastal salt air can affect bodies in beach-area fleets. Source

Road salt & rust risk: High

Rust score: 7.4 out of 10. Moderate salt but heavy liquid magnesium chloride over a long season – it creeps into frames, brake lines and wiring.
Deicers used: Liquid magnesium chloride (main), salt/sand mix, Ice Slicer, rock salt. CDOT applied nearly 10 million gallons of magnesium chloride to state roads in one year (CDOT fact sheet). Magnesium chloride clings to frames and is notably corrosive to brake lines, wiring and air lines. Source

Wisconsin

Do you need a CDL?

A regular license is fine for a shuttle under 26,001 lb GVWR designed for 15 or fewer people including the driver; 16+ people or 26,001+ lb needs a CDL with a P endorsement. Official source

Road salt & rust risk: Severe

Rust score: 8.8 out of 10. Long, heavy salt season and heavy brine use help salt cling to frames as well as roads.
Deicers used: Rock salt, salt brine (pre-wet and anti-icing). State highways got 332,458 tons of salt (9.6 tons per lane-mile) and 17.7 million gallons of liquids in 2024-25. Long, heavy salt season; prewet brine helps salt cling to vehicles as well as roads. Source

Human service vehicle annual inspection (Trans 301)
Elderly/disabled vehicles funded by WisDOT transportation grants are Human Service Vehicles under Trans 301 and get annual State Patrol inspections, including lift and securement equipment. Source

Human service vehicle inspection
A bus funded by a WisDOT transportation grant to carry elderly or disabled riders is a 'human service vehicle' and needs an annual State Patrol inspection. Wisconsin has little other passenger regulation. Source

Sales tax & inspections

Tax: 5% state + 0.5% county (Milwaukee: 0.9% county + 2% city). Nonprofits/churches with a CES number (S-211) and government exempt. Source
Emissions & inspection: 7 SE counties test 2007+ gas and diesel up to 14,000 lb (E-350/E-450 may test; >14,000 lb exempt). No safety inspection. Source

Wyoming

Do you need a CDL?

A Class C license covers any vehicle that doesn't need a CDL, so a 15-or-fewer-passenger shuttle under 26,001 lb is fine. 16+ including the driver needs a CDL. Official source

Road salt & rust risk: Moderate

Rust score: 4.4 out of 10. Long winters with salt-sand; wind limits liquids, so frames fare better than the cold alone suggests.
Deicers used: Salt/sand mix, Ice Slicer, salt brine and magnesium chloride (some areas). No statewide tonnage published; WYDOT relies on salt-sand, uses Ice Slicer in some areas, and limits liquids because of wind. Long winters with salt-sand; magnesium chloride in places is hard on brake lines.

Insurance & registration

Nothing notable beyond normal title, registration and Wyoming's standard auto liability minimum. Wyoming has no periodic inspection and no state intrastate passenger authority. Source (Not fully verified. Confirm with your state.)

Sales tax & inspections

Tax: 4% state + county option tax (up to about 2%), paid at county treasurer. Source
Emissions & inspection: No emissions testing. No periodic safety inspection (VIN inspection for out-of-state vehicles). Source
