What Virginia Buyers Need to Know
- Licenses: a regular license covers a shuttle under 26,001 lb designed for 15 or fewer people, including the driver. Sixteen or more people, or 26,001 lb or more, needs a CDL with a passenger endorsement.
- Wheelchair buses (NEMT): DMAS brokers (Modivcare, and Access2Care for Anthem) require 49 CFR 38 compliance, four working securements plus a lap and shoulder belt at every wheelchair station, a working lift interlock, a belt cutter, an ABC extinguisher, and first-aid and spill kits. Vans are inspected before service and twice a year. The DMAS standard sets no vehicle age limit.
- Operating authority: paid service needs Virginia DMV operating authority. NEMT carriers need $350K, $1.5M or $5M liability by seat count, a $25K bond and NEMT plates.
- Inspections: annual state safety inspection. Most cutaways are exempt from Northern Virginia emissions testing.
- Sales tax: 4.15% motor vehicle sales and use tax (minimum $75). Church-owned vehicles for 10 or more passengers, government buyers and certain 501(c)(3)s are exempt.
- Grants: FTA 5310 senior and disability bus grants run through DRPT.
