What Pennsylvania Buyers Need to Know
- Licenses: a regular license is fine for a shuttle under 26,001 lb GVWR designed for 15 or fewer people including the driver. Sixteen or more people, or 26,001 lb or more, needs a CDL with a P endorsement.
- For-hire and paratransit: paid service needs Pennsylvania PUC authority (group and party, paratransit or limousine). Philadelphia and Allegheny County regulate some services themselves. Medicaid rides run through each county’s MATP, which sets its own provider rules.
- Inspection: annual PennDOT safety inspection, or every 6 months for for-hire passenger vans.
- Sales tax: 6% state, plus 1% in Allegheny County or 2% in Philadelphia. Charitable and religious organizations with a Pennsylvania exemption number, and government buyers, are exempt.
- Grants: FTA 5310 senior and disability bus grants run through the PennDOT Bureau of Public Transit.
